The American Chamber of Commerce and Industry of Panama (AmCham Panamá) held, on Wednesday, September 16, a space for updates and dialogue on the Regulations of the Economic Substance Law, recently formalized through Executive Decree No. 32 of September 2, 2026, with the aim of providing the business community with up-to-date information on the implications and main practical aspects of this new regulatory framework.
The meeting followed up on the discussion “Economic Substance in International Structures,” held by AmCham Panamá last May, reinforcing the organization’s commitment to creating spaces that allow its member companies to stay informed, anticipate regulatory changes and make timely, well-informed decisions.
The session featured the participation of distinguished professionals from AmCham Panamá member companies, who shared their knowledge and perspectives on the application of the new regulations. The panel was made up of representatives from Morgan & Morgan, Deloitte, EY and Fábrega Molino, who addressed from different perspectives the implications this new framework may have for companies and their international structures.
The conversation was moderated by Ivelisse Bonilla, of ARIAS and Chair of the Legislation and Taxation Committee. Also taking part was Madeleine Chalhoub, of Deloitte and Vice Chair of the Legislation and Taxation Committee, who accompanied the development of the panel and contributed to the exchange of knowledge during the session.
This space made it possible to explore in depth the main changes arising from the new regulations and to promote an open dialogue between experts and representatives of the business sector, highlighting the importance of assessing corporate structures in a timely manner and understanding the applicable obligations.
For AmCham Panamá, meetings of this kind represent an opportunity to continue strengthening the knowledge of our business community and to contribute to greater clarity and legal certainty, while also promoting transparency and confidence in Panama as a center for international business and investment.
We thank all the panelists, attendees, sponsors and member companies for their participation, support and trust, which make it possible to continue creating spaces for dialogue and updates for our business community.
